Programme Overview
The 9th edition of the Africa Water Week (AWW9) will be hosted by the Arab Republic of Egypt and jointly held with the 7th Cairo Water Week on 13 to 17 October 2024 in Cairo, Egypt. It will conclude with the 14th ordinary session of the Executive Committee of AMCOW on 16 October 2024. The Council will, among others, consider the outcomes from AWW9 and guide on the necessary interventions to ensure their implementation.
Sub Themes for AWW9
The sub theme tracks of the Africa Water Week conference will be centered around
Africa faces a substantial infrastructure financing gap of US$108 billion per year across sectors. This includes requisite investments for water infrastructure to address the challenges of limited water access and productivity that undermine economic and social development.
A positive trend has been reported by Member States on investments to the sanitation and hygiene sub-sectors since the Covid-19 pandemic: rising – on average – from 0.1% of GDP to 0.25% (AMCOW & AUC, 2022). The challenge, though, is that the improvements are still significantly off the target of 0.5% of GDP. Similarly, budgetary allocations for water information management, education, research and capacity building are low. The implications are, thus, dire for Member States’ capabilities to effectively plan for water resources development, utilisation and management in the face of climate change and climate variability.
Bridging the financing gap is a prerequisite to achieve sustainable development; social transformation; and economic growth in Africa. It is, therefore, critical to make a business case for the water and sanitation economy as an essential success factor of national fiscal policy. In addition, assurances are sorely needed to boost investors’ confidence in overcoming the political and other non-commercial risks with which investments in the water and sanitation sector in Africa are perceived and or associated. Furthermore, supporting effective project preparation is critical to mobilise resources, unlock sector financing, and implement urgently needed water infrastructure.
This sub-theme will discuss the state of financing of water resources management and development, water supply, sanitation, hygiene and wastewater management. Topics under the sub-theme amongst others include:
Water accounting and valuing water
Water as an asset class
Water stewardship for economic growth and environmental and societal protection
Equitable tariff strategies to improve (re)allocation and access
